International lessons for the governance of agencies

The above publication summarizes the most important points from an international focus group discussing international lessons for the governance of public agencies. The focus group marked both an end and a beginning. It is the end point of a research collaboration of international scholars, focusing on accountability and public agencies, in which a joint survey was conducted. And it is the starting point of a formal evaluation of the policy frameworks for autonomous public bodies by consultancy firm Andersson Elffers Felix, in collaboration with Utrecht University. What ties both processes together is the effort by academic researchers to translate research findings to practical insights for policy makers.

The publication below that is a policy brief. This policy brief captures the most important conclusions from the survey and aims to identify their implications for public policies regarding (quasi) autonomous agencies.

Second policy brief focuses on 10 ways in which steering and coordination of Dutch agencies is significantly different from experiences in six other countries.

De bovenstaande publicatie geeft een samenvatting van de belangrijkste punten uit een internationale focusgroep die heeft gediscussieerd over internationale lessen voor het governance van overheidsorganisatie met een bepaalde zelfstandige positie. De focusgroep markeerde zowel een einde als een begin. Het is het eindpunt van een onderzoekssamenwerking tussen internationale wetenschappers, met de focus op verantwoordelijkheid en overheidsinstanties, waarin een gezamenlijke enquête werd uitgevoerd. En het is het startpunt van een formele evaluatie van de beleidskaders voor overheidsorganisatie met een bepaalde zelfstandige positie door adviesbureau Andersson Elffers Felix (brede evaluatie), in samenwerking met de Universiteit Utrecht. Wat beide processen verbindt, is de inspanning van academische onderzoekers om onderzoeksresultaten te vertalen naar praktische inzichten voor beleidsmakers.

De daaronderstaande publicatie is een beleidsadvies. Diut beleidsadvies vat de belangrijkste conclusies samen uit de enquête en heeft tot doel de implicaties daarvan voor het overheidsbeleid met betrekking tot (quasi)autonome instanties te identificeren.

Het tweede beleidsadvies richt zich op 10 manieren waarop de sturing en coördinatie van Nederlandse instanties aanzienlijk verschillen van ervaringen in zes andere landen.
